WHAT IS VIPA?

Vilnius Institute for Policy Analysis has been launched in 2016 as an assembly of experts from different fields of politics.
In 2017 VIPA was registered as an independent think-tank (NGO), supported by national and international donors.

The idea of more freedom, transparency, democracy, culture, and openness in Lithuania.
We are strongly united by our obligation to the future of Lithuania in sustainable European Union.
We aim at increasing active civic participation in political processes, so that the state would not be overcome by bureaucracy, monopolies, nepotism, or political manipulation. We are working towards raising resilience to disinformation, fake news, fostering society‘s capabilities to critically analyse information.
VIPA‘s analysts and associate experts investigate most pressing political and civic issues, address uncomfortable questions, with evidence based analysis and propose solutions to improve political process.

VIPA'S AREAS OF EXPERTISE

EUROPEAN SECURITY PROGRAMME
Experts of European Security Programme analyse geopolitical and societal trends in CEE and relevant topics for Lithuanian foreign and security policy. Programme follows pro-Western direction and advocates for democratisation in countries that are strategic partners of Lithuania.
GOOD GOVERNANCE PROGRAMME
Good Governance Programme advocates for the rights of vulnerable groups, aims at increasing civic education in schools and society at large, improving government accountability, transparency, and efficiency, advancing legislation for public participation and decision making.
MEDIA AND DEMOCRACY PROGRAMME
Media and Democracy Programme is aimed towards increasing media literacy skills in different groups of society. Additionally, it observes and analyses transparency of state support for the media, supports investigative journalism.
